I'm not quite sure what you mean by "overhaul" but if you mean rebuild
the prime mover, traction motors and such then yes, Scranton was the
place. The Scranton diesel shops did just about everything that needed
to be done for heavy repairs as well as painting locomotives, wheel work
and parts refurbishing. From contemporary accounts it seems that the
Lackawanna's Scranton diesel shop was very well regarded by it's peers
and an innovator in several ways in the process of scheduled maintenance
of diesel locomotives to maximize availability.
If you can find it, one of the Train Shed Cyclopedias that is in the
70's or 80's has part of an article on the Scranton Shops. I got a copy
-From Walthers a couple of years ago and it is still to be found in a
hobby shop. Sorry don't recall the number off the top of my head.
