From what I now hear, the railroad had a deal with the town of Summit that gave them permission to tear down the bridge/interchange with the proviso that if service was to be restored, the town/county would pay to put the bridge and interchange back in.

If it's still railroad property, the NIMBYs really don't have much of a say here.
