If NS was foolish enough to sell the ex-EL Southern Tier someone would scarf
it up.  Both Conrail and NS have kept the line on a starvation diet to keep
it out of the hands of a company that would become a competitor to either
one (among other reasons).  If I was NS I would hang onto the Southern Tier.
Personally, I hope they are arrogant enough (they are) to think they could
sell it and weather such competition.  The EL WILL rise again!
