Probably much like gasoline, although I don't know that it fluctuates as
regionally as gas... but I seem to recall a mention that in NY it cost more
b/c of higher taxes, like pretty much everything in this state.

This would also tend to explain why Conrail was maintaining fuel storage
tanks at Dewitt, Selkirk and Buffalo and refilling them out of sets of
TankTrain cars with fuel actually purchaed elsewhere.
