Yes, cost of fuel and taxes at different locations was probably a big factor 
for the larger EL tanks--just like the western roads, only here they will 
purchase the fuel where it is cheap, and haul it to their own storage in tank 
cars.  Railroads still shop for the best deal, unless they own their own oil 
and refineries (BN+NP= Meridian Oil, SP=GeoProducts).  The oil companies were 
profitable, and eventually spun off from the railroad holding companies.  
I am not sure what EL held, but it probably wasn't an oil company, and it 
seems like property was a big thing for the EL.  Howard Haines
