About B-2308: The Vaterland, Bohemia and at least three other Hamburg-Amerika line liners are not just docked in Hoboken, they are interned in neutral America since the start of WW1. The large awnings and crew laundry would not be allowed on a liner in active service. Also note no flags of any kind on any of the masts.
About X-2178-X-2181: This is a 2 year old USRA hopper with B end damage that has bent the end post and the brake shaft (the reason for the special inspection?). My question is can anyone identify the reweigh station symbol? Is that two I's or an H? I would have expected that by 1921 all freight car weighing would have been done at Keyser Valley (KV). As far as location I will guess Secaucus as the land is very flat, but the best clue is if somebody can recognize the large building with dutch roofs in X-2181.
